This document was endorsed on 11 October 1996 in Trento, Italy by the delegates of twenty European countries and the European Commission. It responds to the Rio « Earth Summit » conclusion that the world’s mountain areas face special problems of fragility, requiring specific policies for a sustainable future (Chapter 13 of UNCED Agenda 21). It follows a consultation involving thirty-three European countries and the European Commission, with inter-governmental discussions at Aviemore, Scotland (22-27 April 1996) and Trento, Italy (7-11 October 1996) and a major conference of non-governmental organizations at Toulouse, France (4-7 July 1996).
