BIO EN AREA - Improvement of regional policies for bioenergy and territorial development under the INTERREG IVC its Priority 2: Environment and risk prevention and its sub-theme: Sustainable Energy and Transport - (2009-2012)

ICALPE has provided technical assistance to the Region of Castile and Leon, leader for the preparation of this application.
OBJECTIVES
Initially the main objective of the project is primarily the exchange and transfer of experiences between partners on bioenergy, in conjunction with regional policies and regional development, to increase the capacity of partners to promote and develop the use of bioenergy in their regions.
In a second step, specific targets are set as:

Helping partners to write their own Regional Action Plan on Biomass (BAP) or a document of implementation of the BAP (BAP when an already approved or in preparation) (Component 3)

Exchange of good practices for the use and development of different types of biomass (Component 4: 2 sub-projects on this topic)

Transfer experiments methodology on a limited number of technologies, more advanced regions to less developed regions on these technologies (Component 4: 2 sub-projects on this topic)

Jointly develop a new approach for the development of territorial action plans (sub-regional level / local) Biomass (Component 4: 2 sub-projects on this topic)
PARTNERSHIP
Project partners BIO-EN-AREA are the Autonomous Region of Castile and Leon (Spain) as lead agency, the region of West Macedonia (Greece), the Autonomous Province of Trento (Italy), the Autonomous Region of Kosice (Slovakia), Regional Authority of South East Ireland (Ireland).
ACTIVITIES
In component 3 partners will exchange their experiences in terms of policy outcomes in regional areas. Key events of this project will be the three thematic seminars on bioenergy development:
1. forest biomass and wood-based, 2. energy from agriculture, 3. urban waste biomass.
In Component 4, participants in subprojects will share best practices for bioenergy development at the local level, they will transfer the most promising methods, they will develop new approaches for designing a plan to scale bioenergy territory. Communication is the main activity areas of the U.S. as well as local players are the main audiences for this one. Within the same component will then set up a project website, a bimonthly newsletter and finally seminars and conferences will be made public.
RESULTS

The main results are the improvement of regional policies of each partner concerning bioenergy. The results of sub-projects will be the identification of good practices and transfer of best among the partners and the definition of a model approach for the implementation of action plan for the development of biomass at Territorial. The biggest impact is expected to promote a "frontier area of bioenergy" in each partner region. At all levels, building a network with regional partners and other entities interested in bioenergy. This network will develop project continuity.
